Better server mute behaviour

Currently, removing server-side mute from a user directly unmutes him if he has no user-mute prior to that. Which makes Discord unsuitable for business and school type meetings.

I request an opt-in, off-by-default toggle "Enable direct-to-unmute out of server mute". Both per-user and per-server toggles will have the same effect. Those two toggles will be ANDed together to produce a boolean value, which will be interpreted as this: When on, it will behave as it is currently. When off, when a user's server mute gets removed while he is in a voice chat, it will convert to a user mute with a banner stating "your force-mute has ended". This toggle will not be effective if the user is currently not in a voice channel, in which case server mute removal will act the same as now.
