Slowmode for voice channels

So I came across this idea being part of a staff team on a very large discord server. A lot of people like to try to annoy others, especially after they've been personally muted by individual users, by rapidly joining/leaving or switching voice channels repeatedly.

It would be awesome to have a feature to help prevent this, similar to how slowmode helps prevents spam in chat. It could operate like an optional slowmode for voice channels that can be enabled, making it so you can only switch between voice channels after x amount of seconds. Maybe an option to enable different cooldowns for switching channels and joining channels would be useful as well. Obviously it would be unfair if the users couldn't disconnect from the channel due to the cooldown, but disconnecting before the cooldown is finished would disable rejoining channels until the cooldown is done. It would also be nice to have options to set voice channel slowmode across all channels, sections of channels, or specific channels.
