[Feature Request] Ping users that have two specified roles and other statements for "programmable" pings.

Hello, 
Today I would request to have bit of "programmable" pings that checks if all statements are true and pings them only at then.

This would be just example syntax that could be used.

If you would enclose pinged users with brackets example.(@Role1 && Role2) 
Now only if you own both roles you will get notified.

Good uses case examples would be: (@Subscriber && @NotifyMe), or (@Programmers && @JS), (@StudySubject && @ClassOf2020)

But that doesn't mean it should end there. it would be also great to have other logical statements to be available.
Example, (@Everyone && !(@PingMeOnlyIfWorldIsEnding))
This would make it so that everyone who doesn't have that role will get the ping.

Yes, I do realize that users can just mute pings from a channel, but if you have big discord server but you only want to pings those that are part of two different roles, then you have to ping two large roles and there would be massive amount of users that had unrelated ping for them.

And also having 200 different roles for all roles would be too much to manage.
