@'ing users and Overuse of @'s

Hey! I'd think it'd be a great idea if we could have an ability to make a roll that removed the ability to @. I suppose it would also work to just have a role that makes it so you can't be @'d at all, but we have a problem where people in our server overuse @s too much. Imagine a "if I can't @everyone I'll just @ each person one at a time" situation.

    It would be easier to punish the users that are abusing the mention system rather than further complicate it.
