Allow the animation of GIF emojis to be enabled or disabled, client-side

This can be either on a server level or an account level. I know some people are sensitive to moving images but this shouldn't stop the rest of us from being able to use them. So what would help this is if servers who want to make a "safe space" can disable the animation of GIFs, or if an individual user can choose to disable all GIF animations. So the result would be the emoji can be used, however for that user or for that server, it won't animate.
