Better verification for servers

Large servers often have to deal with trolls that get back to the server with VPNs. The verification does not work, because it is only for chatting on the server, but does not prevent joining the server.

If someone threatens or insults people in their username or avatar, you can do nothing but keep banning and banning. Phone verification should apply to server joining, or a new option should be introduced that requires phone or email verification to join the server.
