Server-wide pop-up announcements.

Allow admin / moderators to be able to create an announcement under a specific duration (30m - 1h - 12h - 24h - forever). The announcement will be capped at a small character count; eg 255 characters. It will load on every users screen, when they are looking at any text channels on your server. This will be a pop-up just above the chatbox, with a close button on the top right, along with a toggle button on the top right of your screen near the pins button. 

This will be hugely beneficial for all support-type servers if there's a large scale problem. People just don't read announcement / known issues channels, and they flood the support channels asking about this problem; that's been answered a million times in said support channel, announcements, and known-issues.
