Text Channel Slowmo

The slowmo feature that was added is great. It's a very simple anti-spam mechanic, with a variety of different cooldown timers, from 5 seconds to an hour, but 5 seconds seems a bit too much as the lowest number for small servers. I say that a 1 second timer and & a 3 second timer should be added for all servers, because the anti-spam will works very well.
