Add an Option to Opt In or Out of Discord Overlay by Default in Game Activity Settings

Right now the only default is off, but I think there should be an option to opt in to have overlay on by default instead of having to go into my game activity settings and switch each one on.

This was suggested a year ago and nothing happened.
