Bot idea to help with timing notifications

I have an idea for a bot to help with the times people would receive notifications. This is based on another bot that a gaming group uses to classify the members who join the group. Sorry I'm not a developer or someone who runs a server so I may not describe things using the correct terms.

When I joined this gaming server, they required us to choose our player type through a bot. We could be either dps or healer or tank. Then whenever there were messages for all healers the server admins would use @healer to send just healers a message.

The same could be done with notifications in general. Have people sign up through a bot for a time window in which to receive notifications. For example purposes, we'll say the bot's name is tnote (for timed notifications). People would join tnote1 for a window from midnight to 4am, tnote2 from 4am to 8am, tnote3 from 8am to noon, and so on in four hour segments. The actual lengths could be different but you get the point.

I like my messages from 8am to noon so I join tnote3. Then instead of using @everyone to send out a message, those with appropriate permission would use @tnote instead. If they use that command between 8am and noon I would receive my notification immediately. If they use it before or after my allowed notification window, the bot would wait until 8am to send the notification. It would do the same for all members of all tnote designated time windows.

The reason for doing this is so people don't get notifications during times they might not want them such as while sleeping or at work but they still eventually get the notifications at a time more convenient for them. For all I know a bot like this already exists. If not, feel free to make one if you like the idea. As I said, I'm not a server admin but I know one particular server admin on a support server that I would love to stop waking me up.
