Add a "Tell user kick/ban reason" checkbox

Right now there is a feature when you kick/ban someone to write a reason why, but they don't get this reason that reason just goes to the audit log. Makes sense for very big servers where bans happen a lot so having the reasons logged makes sense, but it always felt being able to write a reason meant you're going to send it to them but that's not the case, I think it should be an option.
