Text Channel Role Hierarchy

Example in my server we have members split into divisions and what happens is in order to mute someone (making him unable to type in the server) we need to give him the Muted role
the problem is if another role allows him to type like the 5th div role( that basically is the role that counts as a Member role) it overwrites the Muted role there should be like a box to tick or smth that makes a role overwrite other roles
like make a little Menu to determine children roles for that role and all those children roles cant overwrite the perms set in the parent role
