Set Priority of Emojis for Levels

When a server levels up, more emoji slots become available. However, when the server goes down a level, the extra emojis are locked until the server levels up again. The emojis that become locked are always the ones added past the previous level's emoji slot limit.

My suggestion is to allow users to set the priority of emojis with a number from 1-4. 1 being the default 50 emojis and 4 for level 3. That way, the important emojis can stay enabled while the less used ones will be locked until the next level up.

The problem with how emojis are now are if I want to add different emojis while I have extra emojis on the server, I would have to delete every extra emoji on the server to make room for those emojis. Deleting an emoji that is still enabled would just enable one of the locked emojis. So, no matter what, I would have to delete a bunch of emojis to add different ones.
