Discord Freezes Mouse/System Constantly While Streaming

I have been living with a rather frustrating issue that I can't seem to resolve which is making Discord almost unusable. Whenever I begin streaming my desktop on Discord, my mouse and overall system will freeze for 1-2 seconds every 4-5 seconds, almost like a micro stutter. I did not have this problem on my previous system which ran Windows 10 (but it was also different hardware - using the same 2 1440P monitors, one with G-Sync and one without).

Troubleshooting attempted so far:

- Reinstall Discord
- Run Discord as admin / run in compatibility mode for Win 7
- Disable keybinds, disable hardware acceleration, disable notifications
- Ensured Video drivers are up to date

System specs:

Windows 11 10.0.22000
nVidia RTX 3080TI
AMD Ryzen 9 5900X
32GB DDR4
Gigabit fiber upload/download

Any help or troubleshooting suggestions would be most appreciated.
