There should be a feature in Discord that allows the server owner and those with the appropriate permissions to assign certain members control over certain Roles. For example: If Guy owns a server, and he wants to give Joe his own voice call where he is in full control of who is allowed and who is not... Guy should be able to create a role for Joe's channel and give Joe full control over that role... including assigning/removing other members to/from that role as well as changing the permissions of that role.

  There are already bots that can create voice channels for members. For example, when someone joins the vc "join to create" the bot is creating a vc in the same category or somewhere else. Also, with some bots the member can control the room. Like it can set user limit, it can change the name of the room and other things. I like your idea, but I believe it would be rejected because there are bots for this!

  That's not what my suggestion was. Please read it again. The suggestion was to be able to assign members control over a ROLE. This way, they can simply edit the role how they want, and other roles above that role (aside from the server owner and others with the perms) can't change the perms for that role... only the assigned member.
