Add Voice Compressor/Limiter Per User

I see way too often I and many others have to constantly adjust volumes of other users. I would think adding limiters/compressor options per user/channel/server etc would help with not having to constantly readjust volumes for users as since many factors can change how volumes are perceived or how loud they are.

  Audio normalization is desperately needed.
