You could just disable it manually and double-check all permissions before opening a server up to the public...

Uhh, unless this required sign-in, it would quickly become a way for people to spam servers. If it did require sign-in, it would be useless as people could simply use the web app.

Hey! On iOS, this feature only works if you have manage message permissions and over 50 users in the server, because Apple requires there to be a report button on every message.

Hey! You could just use a bot to do this. Alternatively, you could create a group DM with them or a server and invite them. I can see how this could quickly become an easy method of mass DM spamming.
