[Suggestion] Requirements to activate Community Onboarding

My suggestion is directed to the requirements to activate Community Onboarding.

Many servers have topic channels that are closed to certain members who want to use them. With this tool, it facilitates the choice of the users, which channels they want to see, but this has against the fact that it is necessary that there are at least 5 channels open for everyone to read and write on the server.

I suggest that the necessary permissions are not so restrictive and are changed, for example, so that the server has a rules channel and a channel unless it is open to read and write to everyone. In this way, the other channels can be topic channels and at the choice of the members with this tool.
