Markdowns Permissions (Enable / Disable)

Since markdowns are officially out, they have their own permission for roles. Basically, users who have permission to manage roles and manage their permissions, should be able to disable or enable permission to send markdown messages for a role. (Users who don't have permission to send markdowns won't be able to send markedown messages with "#".)
