Smooth Scrolling Toggle

Hey peeps,

I think it'd be a good idea to be able to toggle smooth scrolling within the client as an option, as the motion blur can be extremely off putting. In Chromium/Electron, smooth scrolling can be disabled using the --disable-smooth-scrolling launch option, however to do this you have to make a shortcut directly to the application executable, meaning updating sometimes breaks this workaround. On the web version in Chrome, this can be turned off via chrome://flags/#smooth-scrolling (seen below). It would be nice to see an in-client option for this as it is extremely tedious to have to update shortcuts every update.

  This has been in the feedback section for more than a year but I guess they removed the old one with lots of votes. Also, the workaround doesn't work for the PgUp/PgDn keys. :(

  I'm glad I'm not alone in finding the smooth scrolling very distracting!
