Not allowing anyone to ping a role

Basically, a user could decide which roles can ping a member role, or a specific role, and not allowing everyone to do it, as how it is currently. Thanks for considering!

  They should put a feature on every role, that when you click it, it gives you a page that chooses what role can ping that role.
