allow server-wide permissions for individual members

similar to how you can configure channel permissions for individual members, allow users with the manage roles permission to add a member under the list of roles and add permissions for individual members

    This would be useful in some cases where I don't want to create even more roles for just one user. Some of my servers have way too many roles for this.
