Role permissions for using gif picker and /giphy

Title says all. I'd like to be able to disable this on my server.

    When anyone could go online and paste a link in, I'm not quite sure the point of this. If you don't want links to embed, that permission is already available. If you want to censor just the giphy or imgur links or something like that, there are bots that have this function.
