Ability to request an inactive users username/tag

This feature has shown itself in many social media websites, such as facebook, twitter, and instagram. Basically, a user with an inactive user/tag combination that is desired should either be given up for auction or given to a user who has requested it. For example, if I wanted the name "gang#0001" and I ask discord to see if it was inactive (1.5-3 years of no account activity), and it was, then I should be allowed to take the users name.

    Not something I'd recommend myself. It would be slightly unfair on the inactive user if they came back from an extended break to find their account details have been changed in some way without their knowledge.

    This wouldn't make a lot of sense since manually selecting a tag is a Nitro perk. If a user's Nitro subscription ends, their discriminator (ex.#0001) is randomized, so if someone has a special tag they are still paying for a subscription and it would not be fair for them to lose that just for being inactive.

    If someone has the name you want and the discrim you want, that sounds like a you problem
