client side channel movement

so the basic premies of this is to allow the user to take whatever channels they want and move them around. The client side can create categories and put channels inside of them

example:

person A:

===categrory 1===

#general

#bots

===category 2===

voice channel

#music

Person B:

===categrory 1===

#general

#music

===category 2===

voice channel

===category 3===

#bots

    This would be really nice, as I only use a small amount of channels in most of the Discord servers I'm in, so this would let me put all the channels I use in one category for easy access without changing the server itself
