EQ/compression/limiting for users in voice chat

Is there a system API available or could one be developed to have control over eq curves, compression, and possibly limiting on indivual users when in voice chat?

    I would simply want a 3 band adjustable EQ (low, mids, high) with a slider for each user in the voice channel. Some people have microphones that sound really harsh "sss" that hurt my ears. And some people have mics that are really low and "muddy" where I can barely understand them let alone, with game audio in the background.
