Allow pinned messages to pop up on users' screens if they haven't seen them

Hello friends, family, and strangers!

When you pin a message, it's often that it just gets lost in the ocean of messages, especially when you have many members in your server. I'm sure some of you are moderators in larger servers (like me), and you have encountered the same issue.

You post something that might be important, or that people in your server should read before continuing to talk. After sending it, you immediately pin it while hoping people read it. But that's just avoiding the hard truth that 99% of the members don't actually read them when you want them to, or actually at all.

(No sources, just what I figured out according to myself)

My suggestion, my friends, is to make all unread pinned messages show up in a modal (a box that pops up on your screen) with the content of the pinned message. Now, when entering a server, you shouldn't be met with the pinned messages from all channels at once either, but only for the channel you're currently in. You also shouldn't be forced to read all the pinned messages either. At least display the latest one!

Now, if you still don't understand why this would be useful, please allow me to give you some use cases that I think are appropriate for this new feature of mine:

Use case 1:

A moderator sees many questions about something, and writes a message to answer them. He sends the message, and then pins it. Nobody gets a notification or anything, but when users go into that channel again (whether they are still in it, or if they're coming from another channel to this one)
they will be met by a pop-up with the message the moderator sent.

For example, if 10 people asked why 1+1 = 2, the moderator could make an answer and reply to them and pin it. Then, once any of the users visit the channel again for the first time after that pinned message, it will pop up on their screen. So if somebody weren't present when the questions were asked or answered, they will receive a pop up to prevent them from asking the same question etc.

This will help with users asking the same question over & over, and other members keep referring to the answers, which again will prevent "spam" in the channel.

Disclaimer: I'm not good with maths, I cannot confirm nor deny if the solution to 1+1 = 2, but to the best of my knowledge, it is correct.

Use case 2:

A server wants users to be able to ask for help, but they want to make sure that the questions follow a format or template. They pin a message with instructions or templates that they want all new users to the channel to see. This would greatly benefit everyone. 

Now, if somebody were to ask a question, they would see the pop up and probably read what it says. They follow the template and everyone is happy.

Now, at least I hope you understand what I'm trying to tell here. I believe this would greatly improve the experience on Discord, for users and administrators. Feel free to comment about how you feel about this.
