Reaction Roles with Specific Reactions to Multiple Messages

I want to set up reaction roles based on with specific reactions to multiple messages.

For now, I want to use this to implement a "read rules" role for people who reacted to multiple rules messages with a specific cherkmark emoji.

So, in this case, i have multiple messages, each containing a rule. If a user reacts to *each one of them* with a checkmark, they'll get a role. Otherwise, even if they don't react with that specific checkmark to even a single rule message, they won't get the role.

How can I do this? I read that I can do it with Carlbot but not sure how. I'm open to any other bots and ways to do it.
