Rules against blocking

A server I'm in has the following rule: "Blocking staff is prohibited. This is because if you block a staff member and they need to send you a message, they will not be able to" Are they allowed to have such a rule?

  Feel free to block them, they can ban you for it, but if they had those rules, and I was in that server, I would leave the server
