Message notification popup on Windows 8.1 bugs out the behavior of apps behind it

First off, I'm aware that this function can be turned off, but it's kind of useful to say the least.

The problem with the function is that the popup is rather large, making this bug a bit more annoying that it would've been otherwise. It only happens on Win 8.1, as this didn't happen when I had Win 10. When someone messages me a sentence in 6 messages, which is quite common, it basically makes approx 2/5 of the screen numb, with the first click being registered as a click on the popup, and the second one being on the window behind it, and vice versa.

I would like to ask/suggest whether a custom taskbar sort of popup is a possible alternative, or whether there could be styles added for this function, that could be more compact, or affected by the scaling settings (but would have separate sliders of course).
