OAuth RPC scope

Exactly as stated in the title. A RPC scope for OAuth, which would allow a server to remotely set the RPC activity of a user. Useful for adding RPC implementations to 3rd-party creations on a game that doesn't support RPC natively, such as Minecraft, without having the user download and install an extra application.
