Improved channel topic setting

Channel topics are great to describe what a channel is about, but most users don't seem to read them.

It would be great if there could be a setting to send the channel topic as a per-user message whenever a user clicks into a text channel for the first time.

This could look like a normal message or a banner at the bottom similar to the "Follow" banner for announcement text channels. Users can easily click something to dismiss it permanently.

I believe that this would help improve the understanding of what each text channel is about. Help/support servers such as mine would greatly benefit from this feature
