Make the "Show sticker suggestions" toggle account-wide.

Apologies if this is a duplicate, I couldn't find another thread on this when I looked.

I appreciate having the show sticker suggestions toggle in my settings, but I've had to switch it off on every device I use. Several days per week, I'm logging in on a PC that isn't mine for work purposes (Using the web browser version), and each time I log in, I have to go into settings to toggle the sticker suggestions off.

This is something that I initially attributed to my use of the web browser version of discord, but other settings, like "Automatically convert text to emojis," remain toggled off as they do on every device I use.

It's not a massive issue, more of a convenience thing, but something that might hopefully be easy to implement.
