Discord Bot Verification Hosting

So, I saw in a discord server that someone was trying to verify their bot was rejected. The reason it was rejected is that the bot was using UptimeRobot as their hoster. Now, this redirected me to 2 questions.

1.) Is Heroku free hosting allowed so your bot can be verified? ( https://www.heroku.com/ )

2.) I use Heroku to host my bot, now in Heroku if your web dyno is not used for 1 hour it sleeps and turns off the app until someone uses it again. Now for me to prevent that, I  UptimeRobot to ping my web every 5 minutes. Now is that allowed since they said that UptimeRobot is not allowed , will it still get verified if Heroku is allowed and my bot meets the requirements?
