Threads Interact Poorly with Role Permissions

We have a problem person on our server, and we've put him in a muted role, without permission to text or use threads- in theory. However, while barred from all major channels, he can still fully interact in threads- which is an issue.

  I've found a similar issue, where I wanted a bot to only be able to talk in threads - so I took away its role permission to 'Send messages' and enabled 'send messages in threads' and it was still able to send messages everywhere.
