Server Feature: Not allowing certain Roles to ping certain members

Problem:

One of my joined fan servers is having a problem with members pinging the Youtuber quite frequently.

What we tried:

So, we came up with some ideas that might prevent that but wasn't going to help:

• Tell members to follow rules carefully -including pinging- (They keep ignoring it)
• Setting up an Autobot to delete the pings (That would cause "Ghostpinging")
• FAQ to make sure the members understand the rules (Owner not approved)
• Muting and Warning the members (Doesn't affect the other members that are going to ping the user)

Idea Introduction:

All of those steps won't do anything to prevent the YouTuber to be pinged nonstop; However, I think it is worth considering adding a feature where selected certain ranks are not allowed to ping certain members.

Feature Idea Example:

Role "Normal Member" and "VIP" are forbidden to ping "Minecrablox" and "ExampleName"

Entire Purpose:

What this should also do is that if they ping the members that are not allowed to be ping, it'll automatically delete and say a message by Clyde that will say "You do not have permission to ping this member"; this should also prevent the targeted member from being notified that they had a message in the server that mentioned that user. (DND won't prevent that notification that shows a number near the server icon)
