Have pinned posts visible on channels with history turned off

I'm not sure if my setup is common or not but we have a welcome page for @everyone account setup where users cannot view message history in the channel but we want them to be sure to click the rules to get roles on the server. One issue I run into is wanting to give them a reminder of this on the welcome page itself but the only way to currently do that is to allow view message history but then they see all the previous user names and it gets cluttered in general. 
So my thoughts are if we could have an option to "hide message history" that still shows pinned messages it would be a great solution to this issue.
