Channel Permissions for Receiving or not Receiving Notifications

Please add a new channel permission that allows or disallows users from receiving notifications from that channel. This will allow admins to customize channels so members don't receive notifications. For example when something is entered in a bot command channel or the welcome channel. I think I speak for most when I say I have EVERY SINGLE discord server except my own muted permanently because of the notification spam I get daily. However, if there is another way of doing this or it is already a function then I believe it is not nearly pronounced enough.
