Error Uploading Files

I've some problems in my discord server the users can't upload archives like a Doc/Odf, 7z/zip, Pdf and other formats that they aren't an image.

This is a cap for server with a certain number of users or are an error?

The only way for the user can upload is with the Manage Server Permision, and this is unaceptable.

No error mesage in the upload, seems upload the archive and diseapears when publish them.
