Enable / Disable direct message in role permissions

There are many methods of verification to not let people into your server (e.g. not giving them a specific role to see channels). However, bots are still able to direct message spam everyone in your server.

Not every one can or want to disable direct messaging in a server. 

To once and for all have the direct messaging spam resolved, please add a role permission which enables / disables direct messaging in your server.
