[Feature Request] Please divorce language and localization

It would be incredibly useful to have
* application language (including spellcheck) and
* date, time and number format
be different settings.

Personally, I hate having the operating system in my native language, given that 95% of the time communication is done and information is conveyed in English. So I appreciate being able to use English as my language of choice for operating system as well as the software on that.
However date, time and number format are hard to adjust to, given that so many notations aside from ISO format can be ambiguous and so many other relevant applications allow personalized settings.

    BUMP - How has this not been addressed yet? This is basic human communication / comprehension stuff. It's just as important as a language. We shouldn't have to struggle to read a date - we should be able to have it in the format our brain has been trained to read through our entire lifetime. More than slightly disappointed to find SO many threads on this and still there's no way to fix this basic human language requirement?
