Text-in-chat - add ability to migrate existing chats into voice with text-in-chat

The new feature of 'text-in-voice' is huge. It allows you to have a "general chat" and "general voice" become just the voice call, with an attached chat. However - as it stands you can only keep or create a voice call and make a new chat. There is no ability to add a voice chat to an existing text chat. In many cases this means you would have to delete a multi year old text chat to be able to consolidate. 

The main solution here, would be to create the ability to select a desired existing text chat and 'add voice' or 'migrate to voice with text-in-voice'.

    I also agree with CaikSlyce in Community Features. I also believe it would also be more universal/compatible and configurable to allow staff to 'enable voice' on a text channel, instead of a voice channel with text. This way it preserves text history and allows you to not only simply toggle voice when needed, but automate it as well. In many servers I have been in, voice channels are more temporary than text channels.

    This also exacerbates the need for a feature to merge channel texts, if it remains as it is.

    TLDR: Make it so you can turn on voice capability on text channels instead of enabling text on voice channels.
