    When a channel is freshly created, the description shows, like this:

    Is this not enough, when paired with the rules screening feature?

    If you wanted to, you could just throw a separate rule into the rule screening:

    Ultimately, I like the idea, but I don't think channel descriptions are gonna end up being an appropriate place for rules - there's other features built in which are more dedicated to this.

    pepsiplayzz thanks for the feedback! I'm definitely on board with using all options to help steer community members towards server-appropriate behaviour. I help manage a community server with nearly 45,000 members. As it grows, rules change and only newcomers will see and accept the welcome modal; only a small percentage of those read and adhere to the rules, and those who joined more than a few months or years ago will miss important adjustments to the server.

    On desktop Discord clients, the channel description gets truncated, and on mobile it's obfuscated by the channel info menu. My hope of having the channel description appear above the chat box as a user types helps give them a chance to read the channel description before dismissing it. If the channel description changes, then it should re-appear above the chat box until dismissed once more.

    Some alternative solutions available today are: 

    1. Announcement channels (but a lot of people don't like being pinged)
    2. Revoking roles from stale users so that they must re-consent to the rules before participating again
    3. Constantly remind users to follow rules and post in more appropriate channels (but this doesn't scale, and gets exhausting)

    Discord has many upfront opportunities to educate newcomers to a server; my proposal is to provide a way to give continuous information over time to existing members.

    That big and unmissable channel description eventually gets lost in chat message scrollback, and both newcomers and existing users returning after a long while will not see the channel description as easily.

    That's an issue, but it's really not an issue Discord will be able to solve by adding the rules above a chat. If a user is joining the server to troll or break the rules, there's nothing that can be done prior to them breaking it, annoying but the reality :/

    and those who joined more than a few months or years ago will miss important adjustments to the server.

    Have an announcements channel, and never feel afraid to mention people when rule updates come along - they're an important part of the community and everyone should be aware of them - on the flip side, if people have announcement channels muted, then they break the rules, the best channel of action would probably be to warn them - let them know that the rules have been modified.

    This claim also counters your feedback argument; once the rules popup is closed, it won't be able to be re-opened unless the user leaves and rejoins. The same would apply to your feedback here, unless Discord decided to change that upon request (like an update rules button).

    You did mention this issue: If the channel description changes, then it should re-appear above the chat box until dismissed once more, however, if rules updated, why not just have a feature to re-open the rules screening popup?

    Why have a completely new feature when they could just introduce that?

    Honestly, not a bad idea for the meanwhile - it works to get things done, but then again, it can be annoying and tedious due to ratelimits

    The issue isn't with nefarious users, it's just those who want to ask a question in regular channels and somehow skip, miss, or ignore our forum channels and need to be redirected; this has happened dozens of times per day. Letting them know rules have changed is the current issue, but we haven't tried announcements so I can't deny it won't help.

    This is actually a good idea, like an improved version of the user-role-revoking alternative I had suggested. I like it, and will add it to the original proposal above.

    One solution would be to have the channel description appear above the text input every time a user enters the channel, not just the first time. This would serve as a constant reminder of the channel rules. Another solution would be to implement a feature that requires member confirmation when rules change, and perhaps even have a notification system in place to inform members of these changes. This could be combined with default roles to ensure that all members are aware of the rules and their consequences.
