Suggestion: "Freeze Panes" Within Text Channels

If you're familiar with what "freeze pane" is in Excel, I am suggesting that Discord has something like this, but for one specific line of text. That is very useful in situations where you have large servers and people keep asking the same question over and over again, you essentially have that comment frozen so that no matter how far up or down you scroll, you will always see that message (not everyone checks pins).

Also useful for creating essentially something like "rules for this text channel" but without having to check pins, especially since once you start pinning a lot of stuff it goes down the list of pins and you'd have to scroll through the pins to see it.
