Hoisted Messages
Not everyone checks pinned messages for rules/instructions of a channel, so adding an option for hoisted messages (messages visible at the top of the page no matter where you scroll) would greatly increase the quality of life for so many servers out there.
For example, one of the servers I'm in has an application channel - because no one checks the pins, they submit their applications incorrectly. If there was a message at the top of the channel that you wouldn't be able to ignore, everyone would have an easier time following instructions.

This is much needed. 90% don't look at pins or channel topic.
