External Emojis vs disable external Emojis option

In both Nitro subscriptions, Nitro and Nitro Classic, one of the main features is the usability of Custom emojis on each server. It's also advertised as this. But since there is an option for server owners/admins to disable them, this is not guaranted anymore. So I see two things that have to be changed here:

1. Change the text so that there is an information that it can be disabled on server ecause of this setting. At least with a * hint.
2. People who boost a server and automatically get the discord pre designed Booster role should always be able to use external emojis without a possibility to disable it for owners/admins.
   Booster who abuse this feature still have to be reported to discord (for example using NSFW Emojis on a Minecraft server) and be punished by discord.

The main reason is that you pay for this feature and from current texting is it featured as everywhere waht isn't the case. And since boosts can be purchased additional it should be always possible on boosted servers.
