Ability to disable pings for certain roles/users in servers

This will fix an issue mostly in big YouTuber servers where people are constantly pinging the owner and of course, they don't like it. It makes actual pings that are important easy to miss. My suggestion is that we should be able to toggle certain roles from pinging certain other roles. For example: Normal people will not be able to ping the "Owner" role but moderators and certain other roles are able to still ping them (pinging the user, not the role). This is an issue that we counter in our server all the time and generally have to mute people for it because of how many of them do it and we don't like muting them for something like this but when it's always happening we have to put a level of moderation to it. Lastly, adding this also as a channel permission would be great so we can do member-specific toggleable pings instead of whole roles and it would make it easier in certain situations.
