A way to report users whose messages are already deleted

It's a given that there's always the user who violates ToS and ditches the server, as well as the messages they spammed getting deleted. But once a message by a user you want to report is deleted, there's no way to report them since Discord report requires that the message is linked. Shouldn't there be a way to be able to report users whose messages have been deleted?

    Same problem, met a scammer and they manually deleted all their messages, making the “Report User” button disappear.
