Allow using custom emojis in DMs between users that share the emojis' server without Nitro

Think of this scenario: Say that I have a colleague who shares a server with me (I do), and I would like to use that server's custom emojis in DMs with said colleague, but only that (and any other) shared server's emojis, all without having Nitro. This would still fall under the morals of 'can only be used in this server' since we would share access to the server. I understand the logic in requiring Nitro for cross-server emoji access, but for DMs between users, either friends or not, there should be some flexibility.

If you don't share a server with the user, the emoji(s) are grayed out, and when hovered over, will say 'You don't share this emoji's server with this user, so this emoji cannot be used'. Can this be implemented somehow?
