Easily visible pinned messages at the top of a channel

This idea has been stated before years before, and I'm "reposting" it because I believe it would be a great fit for Discord.

The current pin system is great and all, except if you don't know that a pin is even there, which is a common issue even for people who frequent a discord server. Having a "banner" locked at the top of a channel (similar to locking a row in Excel) is great for community servers that have specific rules for themes for a channel, or for conducting polls and not simply hoping people scroll up to see it.

This feature could of course be toggled by people with the necessary permissions, and wouldn't have to clutter any one channel.
